Central Police District of the City of Victoria is divided

upon into sections in each of which one member of the

:

Chinese Detective Staff is made responsible for knowing

the Chinese inhabitants in the section. In the Eastern and

Western Districts of the City, at Kowloon and at out-

-stations the Chinese Detective Staff in the District is

responsible for such knowledge. The Captain Superintendent

of Police reports that he constantly removes members of

the Detective Staff from the Staff for negligence or un-

-satisfactory behaviour.

Paragraph 20. The Captain

Superintendent of Folice reports that the detectives at

West Point are neither more nor less untrustworthy than

Chinese detectives generally are.

Paragraphs 19 and 21 The

suggestion that the Streat Cormittees (or Kai Fong) should

be organised for the purpose of giving to the Police in-

-formation of the presence of suspicious characters has not

fructified for the reasons explained by Mr. Brewin as

follows:-
